 CAMBRIA COUNTY STUDENT WINS CITIZEN BEE
 HARRISBURG, Pa., April 27 /PRNewswire/ -- David Shannon, a 12th


grader from Portage Area High School in Cambria County, has won first place in the Pennsylvania finals of the National Citizen Bee.
 He received a $1,000 savings bond for winning the competition, which was sponsored by the state Department of Education. The finals were held here Saturday.
 Other place winners were:
 -- Joshua Richman, a 12th grader from Elizabethtown Area High School, Lancaster County, second place. He received a $750 savings bond.
 -- Melissa Nibert, a 12th grader from Penns Manor Area Junior-Senior High School, Indiana County, third place. She received a $500 savings bond.
 -- Brian Dougherty, a 12th grader from Shippensburg Area High School, Cumberland County, fourth place. He received the hardback edition of the book, "Pennsylvania."
 Shannon, Nibert and Dougherty will represent Pennsylvania in June at the national competition in Washington, D.C. Dougherty will compete at the national level because Richman cannot attend.
 More than 30 Pennsylvania students in grades 9 through 12 competed in the state finals, answering questions on U.S. history, geography, government, economics and current events.
 The state bee is the second level of the national contest, which began in March with competition in schools across the nation, including 130 schools in Pennsylvania.
