 WHAT: Testimony before the Public Utilities Commission of Ohio (PUCO) concerning proposed rules under which Ohio's large local telephone companies may file for alternative, incentive-based regulation

 BACKGROUND: Dawson and Morse are testifying on behalf of the Ohio Cable Television Association at the fourth of seven local meetings held by PUCO to hear public comments on proposed rules governing alternative, incentive-based regulation as well as Ohio's long-range telecommunications needs.
 Comments will pertain to (1) industry observations relative to setting new precedents for competition in a changing regulatory environment and (2) cable's initiatives in meeting public policy goals related to telecommunications.
