 HERNDON, Va., Sept. 4 /PRNewswire/ -- C3, Inc., a government systems

Vogel said, "With the proposed sale of the majority of the C3 stock to a group of Washington professionals in the government systems integration business, and the proposed sale of Telos to a group of C3 stockholders, I believe it is an appropriate time for me to step down.
