 ARLINGTON, Va., Jan. 8 /PRNewswire/ -- The U.S. Public Health Service (PHS) has awarded the Chesapeake and Potomac Telephone Company of Maryland, a Bell Atlantic (NYSE: BEL) company, a contract to design, implement, install and operate and maintain a voice and data system initially serving 32,000 lines in the Maryland suburbs of Washington.
 The value of the contract, known as the Telecommunications Improvement Project, is expected to exceed $100 million over its 10- year life when network growth and system-enhancement options are included. The network will serve federal government workers at 23 locations -- including the National Institutes of Health in Bethesda, Md., and the Food and Drug Administration in Rockville, Md. -- engaged in national initiatives such as AIDS and cancer research, health care for Native Americans, drug abuse prevention, food safety, minority health care, patient outcomes research and maternal and child health care.
 "The contract calls for a dedicated network that can support simultaneous voice and data applications, replacing the existing tariffed Centrex service," said Greg Zeleniak, Federal Systems Division account executive for Bell Atlantic. "We're extremely pleased the Public Health Service accepted our proposal for an Integrated Services Digital Network solution."
 ISDN technology makes it possible to deliver a wide variety of voice, data and video services over telephone wires.
 Voice mail, automatic call distribution (ACD) capabilities (which PHS can use to direct telephone inquiries to a team of operators), and extensive switch management capabilities are called for in the contract. In addition, the system can be updated with the latest technological advances over the life of the contract in order to maintain a state-of-the-art network as required by the PHS.
 C&P Telephone is the prime contractor, leading a team comprised of AT&T and Cincinnati Bell Information Systems. AT&T will provide a digital 5ESS switch and assorted customer terminal equipment. Cincinnati Bell will provide management support software.
 The support system, to be housed in a separate Automated Support Facility, will provide management information such as telecommunications traffic and maintenance reports, giving PHS maximum control over the network. Such direct management oversight of its telecommunications service provides the PHS a unique opportunity to realize the full cost-savings potential inherent in the new system.
 The contract calls for the system to be completely installed and operational by April 1993. Users then will be provided new feature- rich voice telephone services and will migrate to ISDN capabilities as their needs require.
