Bishop, WHA among snow shoveling scofflaws.

WORCESTER -- After issuing hundreds of tickets to Worcester residents and businesses for failing to clear snow in a timely manner, City Hall identified some of the ticketed locations at the request of the Telegram & Gazette.

With 234 tickets handed out from Dec. 1 through Feb. 21 at $75 each, the city stands to collect $17,550 in fines. Tickets were issued to those who failed to shovel sidewalks abutting their properties, as well as to those who shoveled snow into the street.

A City Hall spokesman said tickets were issued only after owners were warned by police and then still failed to do the work. Violators were located through calls to the Department of Public Works hot line.

The list of those issued citations include the Country Club Plaza, the Cultural Center Hrisohorafiton (a Greek cultural center), Imperial Homebuilders and the Worcester Scale Co. Inc., according to the city.

The Worcester Housing Authority was cited for four locations: on Gardner Street, Beacon Street and two locations on Kilby Street. Housing Authority Director Raymond V. Mariano explained that clearing sidewalks is the responsibility of tenants in duplexes at the listed addresses.

"None of our properties have been cited,'' he said. "These are individual properties, where the tenant has responsibility. ... We assess the resident the charges. If they don't shovel, we'll go and shovel and then assess them for that work as well.''

The Roman Catholic bishop of Worcester was cited for failing to shovel sidewalks at two locations: 42 Vernon St. and 22 Dorchester St. Worcester Diocese spokesman Ray Delisle said the ticket on Vernon Street was for the sidewalk at the front of the Ascension campus of St. John's Parish, and the Dorchester Street location was the back side of St. Mary's Parish school parking lot.

"The reality is, like everyone else, you're trying to keep up with it,'' Mr. Delisle said. "You have a maintenance man, but unlike some, they've got hundreds and hundreds of feet they're clearing. Sometimes it's two blocks' worth.''

He noted that Dorchester Street is a narrow street and that when plows came by, they would often push snow back up onto the sidewalk.

"We're sharing in the pain everyone's sharing in the city of trying to keep up with this,'' he added. "It's not by lack of interest. (We're) trying to keep them clear, obviously.''

A U.S. Veterans Inc. location on Whipple Street was also cited for failing to clear sidewalks. That organization did not return a call requesting a comment Tuesday.

The following are citations that stood out on the city's list, in chronological order of the date the ticket was issued through the Parking Administration office:

Jan. 27 -- Worcester Scale Co. Inc., 228 Brooks St., for blowing snow from the property onto the street.

Jan. 27 -- Fifty Front Street, LLC, 250 Commercial St., for blowing snow from a private lot onto the street.

Jan. 31 -- Urban Neighborhood Homes, LLC, 151 Belmont St., reason not given.

Jan. 31 -- Roman Catholic bishop of Worcester, 42 Vernon St., for an unshoveled sidewalk.

Feb. 4 -- Imperial Homebuilders, LLC, 5 Louise St., for an unshoveled sidewalk.

Feb. 6 -- Roman Catholic bishop of Worcester, 22 Dorchester St., for an unshoveled sidewalk.

Feb. 7 -- County Club Plaza, 490 Lincoln St., for an unshoveled sidewalk.

Feb. 7 -- Worcester Housing Authority, 30 Gardner St., for an unshoveled sidewalk.

Feb. 7 -- Cultural Center Hrisohorafiton, 880 Main St., for an unshoveled sidewalk.
