Birmingham Post Comment: Basket cases.

What could better capture the spirit of an English summer than the splendid sight of villages decorated by colourful hanging flower baskets?

Pity they are a death trap, or so the bureaucrats would have us believe. Last month a Somerset publican was ordered to remove his prize petunias because they were hanging below the "8ft minimum height" laid down in health and safety regulations.

Now Staffordshire County Council has gone a step further by banning the hanging of baskets from lamp posts. Once again, health and safety factors are cited.
