Tenders are invited for Baggage Cart Concession, Dulles Airport.


The Contractor shall furnish all necessary labor, materials, tools, equipment and supervision in accordance with the

Scope of Offering included herein to operate a baggage cart service and concession at Washington Dulles International


This solicitation uses a two-step procurement process. The first step is evaluation of the proposals per the criteria

outlined in Section V - Proposal Submission and Evaluation Criteria. Only Offerors who submit acceptable proposals

from step one will be invited to submit priced bids in step two.

All questions concerning this solicitation must be submitted by 3:00 PM July 16, 2014

C. ACDBE Participation

There is no ACDBE participation required for this IFB.


A. The selected Offeror shall install, maintain, operate and manage a first class baggage cart Service in

the international areas of the airport, which includes Courtesy (free to user) cart service in the

International Arrivals Building (IAB)/Federal Inspection Services (FIS) areas at Dulles. The selected

Offeror shall also install, maintain, operate, and manage a first class baggage cart (rental/paid)

Concession in Locations in Dulles Airport.

B. Number of Carts:

Contractor shall install the minimum numbers of carts at the following Premises; as shown in Exhibit

05 Current Cart and Dispenser Locations:

Concession (rental/paid) 1200 carts within the Main Terminal and landside locations (i.e.

parking lots and garages)

Service (Courtesy) FIS 350 carts within the Federal Inspection Station

Service (Courtesy) IAB 2400 carts within the International Arrivals Building

C. Premises/Location:

The final baggage cart Locations at the Airport will be specified by the Authority and will be located

throughout the IAB/FIS and Main Terminal/Landside areas of the Airport. The Authority reserves the

right to relocate baggage cart dispensers, eliminate individual dispenser locations, or add

dispenser/return locations at the Airport at any time during the term. The Authority also reserves the

right to add additional baggage carts.

Offerors must install brand new carts and dispensers at the Airport within 180 days after execution of

the contract. Installation of new equipment will be conducted during one evening of transition according

to an agreed transition plan between Contractor and Authority. Until new equipment is installed,

alternate baggage carts and equipment, previously approved by the Authority, shall be installed and

ready to conduct the Contractor s full scope of operations by 12 a.m. (midnight) October 1, 2014.
