BUTLER ANNOUNCES BOBILLIER AS DOW EUROPE COO JULY 1

 MIDLAND, Mich., Feb. 3 /PRNewswire/ -- Dow Europe President Andrew J. Butler announced several management changes designed to improve the Area's results and global competitiveness, and to be consistent with the restructured Corporate and North American organizations. To effect an orderly transition, Butler also announced his plan to step down as president on April 1, 1994, which is in keeping with the company's suggested guidelines for decelerating directors.
 Yves Bobillier, executive vice president, Plastics, Dow Europe, has been named chief operating officer, Dow Europe, effective July 1, 1993. Related to other forthcoming announcements, Bobillier will assume immediate responsibility for all Dow Europe business departments.
 In making the announcement, Butler commented, "The development of our new global business organization has prompted a number of organizational changes. Considering these developments, and the fact I will step down as president next year, I believe this is the most effective way to implement the management transition." Butler went on to add, "Yves is superbly qualified, as a result of his wide business and geographic experiences. I wish him every possible success."
 Bobillier joined Dow in Europe in 1969 in Agricultural Sales and held both Agricultural Product Management and Sales Management positions in Zurich, Switzerland, and Paris, France. In 1973, Bobillier moved to Midland as business operations manager in the Corporate Product Department. He returned to Horgen in 1975 as marketing manager- Coatings. This position was followed by those of marketing manager - Pharmaceuticals and regional general sales manager for France. He was Dow Europe commercial director for Agricultural Chemicals from 1981 until 1985, when he was named president of Dow Latin America. He was named to his most recent position in 1990.
 Bobillier received a master's degree in agricultural chemical engineering from the ETH Polytechnical School in Zurich and a master's degree in business from INSEAD in Fontainebleau, France.
