RCAP Solutions, a Gardner- and Worcester-based nonprofit organization, has announced it has hired Maegen McCaffrey of Clinton as chief communications officer. Ms. McCaffrey will be responsible for handling issues in the areas of marketing, public relations and communications. Previously, she was executive director of the Wachusett Chamber of Commerce in Clinton. Ms. McCaffrey has a bachelor's degree in mass communication from Westfield State College, a master's degree in integrated marketing communication from Emerson College, and is a graduate of the Institute for Organization Management, a professional development program of the U.S. Chamber of Commerce.

RCAP Solutions has hired Courtenay Loiselle of Boston as director of rental assistance and Kathleen Hammerstrom of West Boylston as director of client services.

Ms. Loiselle has extensive experience in subsidized housing programs, and was previously with the Metropolitan Boston Housing Partnership, a partner with RCAP Solutions in the Regional Housing Network. She has a bachelor's degree from Boston University.

Ms. Hammerstrom's background is in nonprofit administration, staff development and quality assurance. She was previously director of training at Y.O.U. Inc. and director of quality assurance at Human Services Management Corporation in Milford. She has a master's degree in rehabilitation counseling from Assumption College

Nancy Varallo, owner of The Varallo Group of Worcester, has been elected vice president of the National Court Reporters Association, a 20,000-member association representing court reporters and providers of captioning and real-time translation services for the legal, broadcasting, business, government and educational communities.

Ms. Varallo was elected to the National Court Reporters Association board of directors in 2009. From 1994 to 1996, she was president of the Massachusetts Court Reporters Association.

Worcester's National Public Radio jazz and folk station, WICN, has announced the appointment of Gerry Weston as general manager. Mr. Weston was previously with Delmarva Public Radio in Salisbury, Md., where he was manager for four years. Mr. Weston is best known as one of the architects of the Public Radio Partnership, now Louisville Public Media in Louisville, Ky. He was president of the partnership for twelve years.

Mr. Weston, of Hingham, is a graduate of Syracuse University.

Douglas J. Petersen, president and CEO of Workers' Credit Union of Fitchburg, has been elected to the board of directors of United Way of North Central Massachusetts.

Mr. Petersen earned a bachelor's degree in accounting and a master's degree in business administration from Bentley University, in addition to graduating from the Stonier Graduate School of Banking.

Patricia A. Schiavoni of Watertown, a former admissions officer at Boston University, has been named consumer mediator of the Molly Bish Center for the Protection of Children and the Elderly at Anna Maria College. Ms. Schiavoni is a graduate of the University of Massachusetts and has a master's degree in urban affairs from Boston University. She also earned a law degree at Suffolk University.

AdCare Hospital has announced the appointment of Christian E. Scannell as clinical supervisor at AdCare Outpatient Services-Worcester. Most recently, Ms. Scannell was a school-based clinician for Community Health Link in the Oxford public schools. She has a bachelor's degree in social and rehabilitation services and a master's degree in rehabilitation counseling from Assumption College.

John Ragozzino of Northboro has joined Citizens Bank in Worcester as a senior mortgage loan officer. Mr. Ragozzino has been in the mortgage business for 18 years. He was previously with Wells Fargo Home Mortgage, where he was a home mortgage consultant. For 10 years he owned and operated Mammoth Mortgage Company.
