BROWN SWORN IN AS SECRETARY OF VETERANS AFFAIRS

 WASHINGTON, Jan. 22 /PRNewswire/ -- Jesse Brown, a combat- decorated Vietnam veteran, was sworn in today as secretary of veterans affairs by President Clinton.
 Brown, 48, will direct the activities of the Department of Veterans Affairs (VA), the federal government's second largest Cabinet department responsible for a system of health-care services and benefits programs for the nation's 27 million veterans and their families.
 Formerly executive director of the 1.4-million member Disabled American Veterans (DAV), Brown has been dedicated to veterans' issues and concerns throughout his career. He began his employment with DAV in 1967 in Chicago, moving to DAV headquarters in Washington in 1973. There, he assumed a variety of positions with increasing responsibility, including supervisor of the National Appeals Office and Deputy National service director. He was appointed executive director in 1988 and was responsible for overseeing DAV's National Service, Legislation, Employment, Volunteer Services and Communications Programs.
 A Marine Corps veteran, Brown enlisted in 1963 and served in Vietnam, where he was seriously injured in combat. He was awarded the Purple Heart and received numerous other military commendations.
 Born in Detroit, Brown grew up in Chicago where he graduated with honors from Chicago City College. He also attended Roosevelt University in Chicago and Catholic University in Washington.
 Brown has served as chairman of the Vietnam Civic Committee, and was a member of the White House Conference on Handicapped Individuals and the Chicago Mayor's Committee on Employment of the Handicapped.
