 NAMES SCHER VP
 PLEASANT HILL, Calif., Oct. 28 /PRNewswire/ -- Brown and Caldwell is strengthening its commitment to the Gulf Coast region by expanding operations and channeling company-wide resources to meet client demands, the company annouced today. Brown and Caldwell has been serving industry in Texas for several years providing quality services to ARCO, Shell Oil, Unocal, Total Petroleum, Lyondel and other petroleum companies.
 This strengthened commitment, led by Coby Scher, will allow clients better and more accessible services.
 Gulf Coast industry deserves a consultant with a solid, local understanding of Gulf Coast issues. Brown and Caldwell provides a local commitment with:
 -- Two fully-staffed offices (Dallas and Houston) which will serve the entire region while operations are expanded in Louisiana and other Gulf states.
 -- Experts in environmental solutions for the petrochemical industry.
 -- Full range of services including RI/FS, permitting, wastewater design, air emissions audits, benzene compliance, sewer system evaluation, zero discharge evaluations, master plan upgrades and construction management.
 -- Committed, competent leadership.
 Scher, a longtime Houston resident, joined the firm recently to direct the Gulf Coast operations as vice president.
 With more than 27 years of experience in environmental services and process engineering, Scher brings a thorough understanding of the needs of industry and energy and petrochemical companies in particular.
 He comes to Brown and Caldwell from Pilko & Associates where he was vice president that company's southwest business center. He has also held senior management level and technical positions with ENSR and Fluor Engineers and Contractors.
 His work includes design and start-up of major pollution control facilities, environmental assessment statements, air and water permitting, site investigations, feasibility studies and consulting to senior management and legal counsel. He also has significant experience in air and water quality studies, environmental laboratories, waste characterization, RCRA permitting, incineration, Superfund remedial investigations/feasibility studies (including the French Limited Superfund Site which has become a model for private industry participation) and PCB contamination.
 A registered professional engineer in Texas, Scher has been active in several professional organizations. He served as the first president of the southeast section of the Texas Water Pollution Control Association and chairman of the environmental division of the American Institute of Chemical Engineers. He is a diplomate of the American Academy of Environmental Engineers in the specialty of hazardous waste management. He received a bachelor of arts degree in chemistry from Rice University in Houston and a master's degree in environmental engineering from the University of Houston.
