 PITTSBURGH, Nov. 12 /PRNewswire/ -- Blue Cross of Western Pennsylvania today issued the following statement regarding The Hospital Council of Western Pennsylvania, The Hospital Association of Pennsylvania challenge to hospital contract approval:
 "Blue Cross of Western Pennsylvania is surprised that Hospital Council of Western Pennsylvania and the Hospital Association of Pennsylvania are attempting to hamper the hospital contracting process at this time by interjecting procedural challenges.
 "From our perspective it seems that these organizations are merely striving to maintain the status quo for their constituents while we are taking action to control the cost of health care for our subscribers.
 "The contracts approved by the Pennsylvania Insurance Department on Oct. 29 are the culmination of over one year's dialogue with participating hospitals and nearly eight months of discussion and voluminous public comment through the Insurance Department.
 "Blue Cross responded to issues raised by the Insurance Department, hospitals and our competitors through the public comment process and modified and amended the hospital agreement to the satisfaction of the department.
 "We believe the approved contracts reflect the realities of today's health care environment and challenge all players in the system to constructively control health care costs."
