 OFFERS LOW COST POLICY FOR SMALL BUSINESSES
 TALLAHASSEE, Fla., Nov. 26 /PRNewswire/ -- Blue Cross and Blue Shield of Florida announced today that it is offering a new, affordable health insurance plan for Florida small businesses. This comprehensive health plan will first be available to companies in Palm Beach County with 2 to 19 workers who do not currently offer health coverage to their employees.
 "This product is not a stripped down, bare bones offering," said Kenneth C. Otis, executive vice president of Blue Cross and Blue Shield of Florida. "For a premium of under $100 per month, workers of small firms can be covered by a health plan which includes preventive care, health and wellness programs, routine office visits and hospital care."
 Otis said this plan is part of a broader effort to address the needs of Floridians who are not currently covered by health insurance.
 The policy will first be tested in Palm Beach County, an area with more than 7,000 small businesses who do not provide health insurance for their employees. Blue Cross and Blue Shield of Florida will consider offering the plan statewide after review of the Palm Beach County test program.
 "We've included a number of features in the plan to keep down costs," Otis said. "It will use the company's health maintenance orgainzation (HMO) network of doctors and hospitals in the area to provide health care. The company's HMO network has been very successful at controlling health care costs below industry norms."
 In related efforts, Blue Cross and Blue Shield of Florida will be piloting a special health insurance plan in Jacksonville for children without health insurance coverage in early 1992.
 The company is also a part of Florida Leaders for a Healthy Start, a private and public sector partnership aimed at reducing the incidence of low birthweight babies in Florida through education and early prenatal care.
