BLOCK ELECTED ADMINISTRATIVE VICE PRESIDENT OF ASHLAND OIL
 ASHLAND, Ky., Sept. 30 /PRNewswire/ -- Philip W. Block has been elected administrative vice president, human resources, of Ashland Oil, Inc. (NYSE: ASH), according to John R. Hall, chairman and chief executive officer.
 In this new position, Block continues to be responsible for corporate human resources activities, including personnel selection and placement, employee benefits, staff planning and other employee relations programs. He reports to Hall.
 Block, 45, joined Ashland in 1980 as public affairs policy manager. He became executive assistant to senior management in 1981 and in 1984 was promoted to administrative vice president of Ashland's engineering and construction group in Atlanta. In 1988, he became corporate vice president of Ashland's Pittsburgh office and later that year was promoted to vice president, corporate human resources.
 A native of St. Louis, Block is a business graduate of the University of Kentucky and the Harvard Business School's Advanced Management Program. He serves as chairman of the National Association of Manufacturers' human resources council and on the human resources coordinating committee of The Business Roundtable. In addition, he is on the boards of King's Daughters' Medical Center and the Geiger Easter Seal Speech & Hearing Center.
 Block and his wife, Susy, reside in Ashland.
