 BILL A. MOURER SELECTED CONSTRUCTOR OF THE YEAR
 SAN FRANCISCO, April 10 /PRNewswire/ -- Bechtel Group Inc. has


named Bill A. Mourer as its Constructor of the Year for 1991 in recognition of his outstanding achievement and performance in construction.
 Mourer is site manager at the Panther Creek cogeneration plant in Nesquehoning, Pa. In presenting the award, President Riley P. Bechtel said Mourer's success at executing both cost plus and lump sum construction projects has established him as a leader in the fossil and nuclear construction industry.
 "You can be proud to have gained the respect and admiration of your fellow associates in the construction field," Bechtel said. "Your dedication and consistent superior performance, emphasis on safety, commitment to continuous improvement, and effectiveness in labor and client relations have been exceptional."
 Mourer joined Bechtel in 1967 as a welder and a rigger. He has held a variety of positions during his 30-year career including lead mechanical and piping superintendent posts at the Duane Arnold, Colstrip, and Diablo Canyon power projects. He also was involved in a series of assignments as field superintendent on projects such as the Gilberton cogeneration plant in Pennsylvania and the Stanton Energy Center in Florida. Since July of 1990, Mourer has been responsible for all construction activities at the Panther Creek project, including total project staffing, cost, schedule, and safety.
 Terry Farley, president of Bechtel Construction co. added that throughout Mourer's career, he has successfully implemented a proactive and innovative safety and health program. "He consistently outperforms aggressive cost and schedule goals, maximizing his knowledge of construction methods to continuously improve productivity," Farley said. The Bechtel Board of Directors presented Mourer an engraved plaque at a luncheon meeting.
 Initiated in 1987, the Bechtel constructor of the Year award recognizes an employee who has made a significant contribution to Bechtel's construction work either in outstanding overall performance or in a specific area of expertise.
