BI MONITORING AWARDED OKLAHOMA DEPARTMENT OF CORRECTIONS CONTRACT

 BOULDER, Colo., March 29 /PRNewswire/ -- BI Inc. (NASDAQ-NMS: BIAC) the industry leader in electronically monitored systems for corrections, today announced that its wholly owned subsidiary, BI Monitoring Corp., has been awarded the Multilevel Electronic Monitoring Program contract for the Oklahoma Department of Corrections. Multilevel services provided by BI Monitoring will include a variety of electronic monitoring home arrest technologies based on the supervision level required for each probationer, including remote monitoring of alcohol consumption as an adjunct to electronic monitoring home arrest services. Oklahoma's state-wide program should start in early 1993 and is expected to grow to 800 - 1,000 offenders.
 On Jan. 1, 1993, Oklahoma Senate Bill 814 became effective. This bill allows Oklahoma courts to impose additional sanctions such as electronic monitoring home arrest, for offenders committing crimes involved with driving motor vehicles under the influence of alcohol. Alcohol related crimes, especially related to operating motor vehicles, have become a major issue nationally. National Highway Traffic Safety Association statistics indicate there were 1.8 million arrests for Driving While Intoxicated in 1990, and the number of arrests nationally is expected to reach 2.5 million in 1993. Alcohol is involved in more than 40 percent of highway injuries resulting in $16 billion in expenses annually.
 As BI's management has discussed previously, the Oklahoma contract reflects a direction by the company to build its recurring revenue base, thus increasing the predictability of the company's revenue and earnings quarter to quarter. Management believes that the third quarter ending March 31 may be short of some analysts' projections, while the fourth quarter ending June 30 will likely exceed analysts' expectations, reinforcing the validity of the strategy toward recurring revenue.
