BI ANNOUNCES OREGON DEPARTMENT OF CORRECTIONS CONTRACT FOR PROFILE PLUS

 BOULDER, Colo., April 29 /PRNewswire/ -- BI Inc. (NASDAQ-NMS: BIAC), the industry leader in electronically monitored systems for corrections, today announced receipt of a contract from the Oregon Department of Corrections to implement an automated caseload reporting and fee collection service to 19 Oregon counties.
 The system, BI's PROFILE Plus(TM), will be used to invoice and collect supervision fees from state probationers as well as to collect and report data on particular changes in probationer status. Today's contract award follows a nine-month trial of the BI PROFILE service system, through which the department was provided data collection and reporting on probationers. An initial target for the program includes 7,000 cases which comprise the minimum supervision caseloads of the 19 counties. The term of the contract is three years.
 PROFILE Plus service users call a 1-900 number and are connected to a BI computer that asks a series of yes/no questions. Probationers answer the questions via home touchtone or rotary telephones. PROFILE Plus then transcribes the reports and provides information updates to the Department of Corrections. The 1-900 telephone call is billed to the probationer's telephone. The cost of the call includes BI's fee for the collection, management and provision of the information as well as the Department of Corrections' monthly supervision fee. BI remits the monthly supervision fee to the department.

 BI Inc. holds approximately 70 percent of the U.S. corrections market for electronically monitored home detention, having shipped 35,000 units to 702 customer accounts. BI PROFILE was introduced by BI in 1991 and today has more than 33,000 enrolled in the program. BI's management believes that PROFILE and PROFILE Plus fee collection and caseload management systems could apply to a significant percentage of the 3.2 million people currently under non- institutional supervision in the United States.
