BI ANNOUNCES MAJOR CONTRACT AWARD

 BOULDER, Colo., Aug. 18 /PRNewswire/ -- BI Inc. (NASDAQ-NMS: BIAC), the industry leader in electronically monitored systems for corrections, today announced that its wholly owned subsidiary BI Monitoring Corp. has recently been awarded a new contract with the Puerto Rico Administration of Corrections. The terms of the agreement call for BI Monitoring to monitor approximately 300 probation and early release candidates for a period of one year for the territorial corrections department.
 Puerto Rico's electronically monitored home arrest program which has been in place for four years, was originally contracted through Guardian Technologies Inc. When Guardian Technologies was acquired by BI in March 1992, the program census was 42 offenders. BI will place its new BI 9000(TM) Home Escort product in the account and dedicate full time account management to ensure continued success of monitoring operations within the account.
