BI ANNOUNCES INTERNATIONAL EXPANSION

 BOULDER, Colo., Feb. 17 /PRNewswire/ -- BI Inc. (NASDAQ-NMS: BIAC), the industry leader in electronically monitored systems for corrections, today announced receipt of an order from the Republic of Singapore for 250 additional BI Home Monitoring units. This order brings to 2,800 the total number of home arrest units shipped to Singapore by BI since the program began in 1991, making it the third largest user of electronically monitored home arrest systems in the world. Today's announcement was made at the Security Asia Conference in Singapore. The largest international security conference in Asia, Security Asia is being attended by delegates interested in home arrest monitoring from many nations around the world. BI's delegation to the four day conference includes: David J. Hunter, president and chief executive officer; Richard L. Willmarth, vice president of sales, and John L. Thurston, international manager.
 Singapore's electronic home arrest monitoring program is uniquely utilized in the rehabilitation of heroin addicts, and is the only such program of its kind in the world. First-time drug users in Singapore are placed in drug rehabilitation programs for a specified period of time and then released. Singapore's repeat drug users are placed on BI's Home Monitoring system which allows them to live at home with their families at night, while attending drug rehabilitation classes during daytime hours. Singapore's program is notably successful in conjunction with its strong community based support system for drug addicts and the Prison Department's rigid insistence upon client compliance. The program is a model for a vast new area of drug rehabilitation/treatment for other countries. Hunter, Willmarth and Thurston will be meeting with representatives from many countries who will get a first-hand look at Singapore's electronic monitoring home arrest program, being featured at the Security Asia Conference.
 Hunter, BI's president and chief executive officer, said, "We are seeing a significant increase in the level of interest in BI's home arrest products in the international arena. A portion of BI's business plan concentrates on the development of the international marketplace. Over the long term, BI expects to derive a significant portion of its future revenue from international sources."
 BI is the home arrest company of choice internationally, holding a large share of the market with the Singapore account and several active accounts in Canada. Also, BI is currently engaged in a product trial in Israel, and views Europe and Australia as promising marketplaces.
