 BECHTEL SELECTED BY NPC FOR ENVIRONMENTAL COST STUDY
 SAN FRANCISCO, Jan. 3 /PRNewswire/ -- The National Petroleum Council (NPC) has selected Bechtel Corp. and Bechtel Environmental Inc. to help determine the U.S. refining industry's costs for meeting present and future environmental and safety regulations.
 This assessment is being done as part of the NPC's current study on the U.S. refining sector in the 1990s. The NPC is an industry advisory group to the Secretary of Energy, and its refining study is being done at his request.
 The work will be done in Bechtel's Houston office.
 During the assignment, Bechtel personnel and NPC study group members will review the Environmental Protection Agency's regulations on air, water, and solids handling and the Occupational Safety and Health Administration's safety regulations. Subsequently, Bechtel will estimate the capital investment and annual operating cost of the controlling facilities that will be installed over the next 15 years.
 NPC is working with SRI International (SRI) to conduct a survey of U.S. refineries. SRI has mailed questionnaires to all U.S. refineries to gather information on their actual (1990) and anticipated (1995) operations and their assessment the impact environmental and safety regulations will have on operations. The refinery data will be collected by SRI and aggregated into several refinery capacities and configurations. Bechtel will receive the aggregated data from SRI.
 NPC estimates it will take one year to complete the study work, review, and approval steps. The report is expected to be released by NPC in early 1993.
