BCOA HAS MADE COMPREHENSIVE PROPOSAL TO UMWA, PEABODY COAL COMPANY PRESIDENT REPORTS

 HENDERSON, Ky., Sept. 3 /PRNewswire/ -- A comprehensive labor contract proposal has been made to the United Mine Workers (UMWA) officials earlier this week by the Bituminous Coal Operators' Association (BCOA), G.S. "Sam" Shiflett, president of Peabody Coal Company, wrote employees in letters mailed yesterday.
 "UMWA officials have agreed to give this proposal their serious and prompt consideration," Shiflett, who is also chairman of the BCOA, wrote Peabody Coal employees, "and, therefore, additional meetings are scheduled after Labor Day."
 Meetings between the BCOA and UMWA have been conducted over the past several weeks through the auspices of the Federal Mediation and Conciliation Service, and Shiflett indicated he hopes these efforts will continue in order to reach a fair and competitive agreement.
 In his letter, he wrote that "while both sides have agreed not to discuss the details of the negotiations in public," BCOA's proposal "continues to include additional job opportunities at mines to which the UMWA has never before had access."
 The proposal also addresses wages and pensions, Shiflett wrote, as well as "changes needed to control health care costs and changes in work rules needed to make union mines more competitive with non-union operations.
 "Obviously, there is much that still needs to be done before an agreement can be reached. But it seems appropriate on the eve of our national holiday honoring working men and women that at last both sides are meeting and talking."
 Shiflett also called on "everyone involved in this situation to reflect and realize how much we have in common" this Labor Day.
 "Both management and labor are concerned with the future of job opportunities in the coal industry. We need to work together to make sure that our coal operations are competitive and able to market the coal that UMWA miners produce."
