BANC ONE AND US ORDER FORM PAYMENT SYSTEMS TEST

 COLUMBUS, Ohio, April 27 /PRNewswire/ -- Banc One Corporation (NYSE: ONE) and US Order, located in Herndon, Va., have announced that they intend to jointly test market the ScanFone system to consumers beginning in a major metropolitan area this fall. The ScanFone is a screen-based telephone which provides consumers with easy at-home bill payment, ATM functions such as balance inquiry and funds transfer, telephone company services such as caller ID, and order-processing services including mail order catalog, grocery, and takeout food shopping. In addition, the companies have agreed to jointly research a potential new national electronic bill payment facility capable of handling the large transaction volumes from personal electronic payment systems. This announcement was made by Craig J. Kelly, senior vice president of Banc One and William F. Gorog, chairman and chief executive officer of US Order.
 Kelly said, "This is an important step. Everyone keeps talking about a checkless society, and this will be another major step in achieving that goal." The cost of paper checks and manual transactions will continue to increase for consumers, banks and billers, while the cost of electronic transactions will continue to decrease. This new bill payment system will be designed to take advantage of the latest systems and technology to make it possible for everyone to save both time and money. Kelly continued, "We believe that this is a logical transformation that can take place over the next ten years and feel that it is important for the banking industry to take the leadership and control position to develop the system. Standards must be established and a national system will need to be built. We want to play a role in that process."

 An enhanced telephone with a display screen, credit card reader and light pen for scanning bar codes, ScanFone enables consumers to simplify time-consuming duties such as paying bills. Developed by US Order, ScanFone looks and acts like a regular telephone until used as a transaction-based order and payment processing system. With the help of Banc One, ScanFone customers will have access to home- and office-based ATM features, such as checking and savings account balance inquiry and funds transfer as well as bill payment and shopping services.
 Gorog said, "If the average household has thirty monthly bills, there's a considerable amount of time invested in writing checks and sealing envelopes as well as money spent on postage. ScanFone allows people to perform these routine chores in a fraction of the time -- at a fraction of the cost. By joining forces with a company such as Banc One coupled with our existing relationships with Ameritech and Bell Atlantic, we can begin to set standards for screen-based telephones and their future applications, particularly bill payment and access to ATM services."
 Under the partnership, BANC ONE will support a test roll-out of the ScanFone service with an aggressive direct marketing campaign and in- branch sales effort coordinated with one of US Order's Regional Bell Operating Company partners this fall. In addition, BANC ONE and US Order will develop financial services applications targeted toward small businesses on the ScanFone. The parties intend to market their broad- based wholesale banking product, which would include bill payment and ATM access, to a wide range of customers.

He continued, "We are interested in how we can leverage the marketing channels and brands of financial institutions, the power and security of the ATM networks (using existing magnetic stripe cards and encryption technologies), and the information and payment needs of major billers such as utilities, financial services and insurance companies. New technologies such as the ScanFone could extend the power and simplicity of the ATM network into millions of homes and small businesses. Over the next several months we expect to further define the business and the opportunities for other financial institutions, ATM networks, billers and retail service providers to participate."
 ScanFone is a service of US Order of Herndon, Va. Most recently, the product was introduced in Detroit as a service of Ameritech's Michigan Bell and in Washington as Bell Atlantic's Home Management Services. With more than 10,000 users in more than 30 states, US Order is the only company offering a patented electronic home bill payment and ordering system that is operational today.
