Authorities 'failing' on child abuse; REPORT.

PERVERTS are preying on children because authorities are failing to act on grooming, MPs have warned.

PM David Cameron has ordered an internet crackdown on child abuse - but youngsters targeted offline face a "postcode lottery", the Commons Home Affairs select committee found.

Their report said police, social services and the Crown Prosecution Service must all bear responsibility.

It follows high-profile cases in Rochdale, Lancs, and Oxford where most of the men involved were Asian.

Authorities should acknowledge that men of Pakistani background do target white girls - and not be afraid of being labelled racists, the report added.

An NSPCC spokesman called for a culture change among authorities. He said: "The recent sexual exploitation victims were too often treated as troublemakers."

Committee chairman Keith Vaz said: "Children only have one chance at childhood. Once that is stolen by exploitation, it can't be returned."
