Austria : Ingo Appe emphasizes the role of the Federal Council as a European chamber.

A lance for a more active subsidiarity policy and a stronger involvement of regional parliaments in the European legislation breaks Federal President Ingo App. In his speech at the 20th Conference of the Association of European Senates in Paris, he emphasized today that precisely subsidiarity and the associated participation in the European decision-making process would represent an elementary principle for local and regional authorities on the way to a sustainable Europe. A permanent formal and informal dialogue between the regions, on the one hand, and the European Union, on the other, is therefore essential.

Against this background, App emphasized the role of the Austrian Bundesrat as an interface between the European Union and the citizens. The State Chamber is extremely committed to exercising its right to co-operate in EU affairs and is one of the most active chambers of all national parliaments in terms of subsidiarity control in European comparison. "As a guarantor of this special closeness to the citizen, the Federal Council is thus not only a chamber of Europe, but also a chamber of the future," states the President of the Bundesrat.

However, the Austrian Federal Council also attaches great importance to the design of sustainable political strategies. Thus, the Chamber of Lands succeeds in setting priorities outside the hectic politics of the day, which are then dealt with in a non-partisan manner. The Federal Council thus invites participation before these issues are discussed at all in the government and at EU level. App presented in this context the focus "Protection and security of drinking water", under which he is his current presidency, and was in favor of anchoring the model of Slovenia, the right to access to clean drinking water in Austria in the Constitution.

The meeting of the Association of European Senates, opened by the President of the French Senate, Gerard Larcher, in a first working session deals with the dialogue between the Second Chambers of Europe and Africa. The second part of the conference is dedicated to the topic "Bikerism, a trump card for democracy.
