A criminal investigation has now been opened after the inferno, fuelled by strong winds, raged through the centre at 6am in Baku, the capital of Azerbaijan.

Some 34 people were rescued from the facility, according to local reports.

Three of those saved from the burning building needed hospital treatment.

Fire swept through the Republican Drug Abuse Treatment Centre and quickly spread through the building.

Firefighters had problems getting inside because of the scale of the fire, believed to have been caused by a short circuit in the electricity supply.

The inferno was extinguished after three hours.

The emergency services said 24 bodies were later found at the site.

The bodies taken to a local mortuary were reported to be "unrecognisable".
