Tenders are invited for Applicant Tracking Software System


1.1 PURPOSE: The City of Springfield is requesting proposals from applicant tracking software firms with public sectorexperience at the federal, state, or local government level interested in providing an online service (cloud-based)for candidates to electronically submit employment applications, with onboarding features either included in theapplicant tracking system or provided as a separate service. The applicant tracking service shall provide web-basedregistration and application for users, differentiated levels of internal security (recruiters vs. departmentmanagers), as well as robust reporting and analytics capabilities.1.2 BACKGROUND: The City of Springfield is the third largest city in Missouri, and the 10thlargest employer inSpringfield. The City has 1,648 regular full and part time employees and 812 temporary or seasonal employees.The City of Springfield went live with its current applicant tracking system (ATS), iRecruitment, in April 2014 as partof an HRMS upgrade project. iRecruitment is a module within the Oracle E-Business Suite.Since implementation, over 12,000 applicant accounts have been created within the current ATS. Most applicantshave applied multiple times. Over this same time period, nearly 300 regular and temporary positions have beenposted and filled, with an additional 800 positions hired as seasonal employees in The Citys Parks department.1.3 REQUIREMENTS: The City is seeking an ATS that allows employer branding, extensive integration with social mediaplatforms, and robust reporting. The following summarizes the requirements for the ATS:Applicant InterfaceAbility for applicant to upload resume and additional documents of specified file formats (Minimum: .doc,.docx, .xls, .xlsx, .pdf, .txt) to applicant record and/or application.Ability for applicant to upload a minimum of 5 documents/attachments.Ability to set maximum number of documents and/or maximum file size of documents applicants canupload.Resume parsing functionality.Allow sufficient time for applicant to complete application process; ideally allow minimum one (1) hourbefore timeout.Allow applicant to save application in process and complete later.Ability for applicant to enter name of employee who referred them.Ability for applicant to select multiple referral sources, for example: employee shares post on LinkedIn whichtriggers applicant to apply, applicant can list employee and LinkedIn as referral sources (strongly desired).AccessibilityFull security of all information submitted by applicants and any notes or attachments created by Cityemployees.User-friendly, intuitive application system including accessibility options for visually impaired and disabledapplicants.
