New House leaders could stall DOT initiatives. New House Democratic leaders could frustrate some DOT initiatives, including changes in FAA funding and the liberalization of foreign ownership laws, some observers say. Some Democrats have questioned the need for changing the model for agency funding. EC set to include airlines in existing emissions trading scheme. The European Commission will submit a proposal in the next several weeks to include airlines in the EU's existing emissions trading scheme, EU Environment Commissioner Stavros Dimas said yesterday. Nov 10, 2006
