Agency workers are missing out on PS400million a year because of a pay divide. Think tank Resolution Foundation found the average contract worker earns 23p an hour less than an employee doing a similar job.

The Agency Worker Regulations 2010 give people who have done at least 12 weeks of continuous work in the same place the right to equal pay. But there is a loophole - known as the Swedish derogation - which some agencies use.

The Resolution Foundation wants the loophole closed, with all agency staff guaranteed equal pay after three months. It said: "Those doing the same job on the same terms as employee colleagues deserve to take home the same pay."
