ATF tips.

The latest tip from the Bureau of Alcohol, Tobacco and Firearms (ATF) concerns a filing deadline for manufacturers and the need to notify the ATF of changes of address. An ATF spokesman pointed out, "Feb. 15, 1990, was the deadline for filing the 1989 Annual Firearms Manufacturing and Exportation Report Form 4483-A).

This report must be filed by all type 07 and 10 manufacturers, yet many licensed manufacturers still have not yet filed. ATF has received a substantial amount of returned mail because the address is incorrect, or there is no forwarding address or the change of address has expired.

"In addition, ATF has found that, in many cases, no change of address was ever reported to the ATF Firearms and Explosives Licensing Center.

"All FFL's must notify the appropriate Regional Director (Compliance Operations) no less than 10 days before changing the business address." The ATF spokesman added these reminders:

-All type 07 and 10 licensees must file annually.

-Manufacturers who produce solely for the military must file showing 0 production and a notation indicating manufacturer solely for the military.'

"-Those licensees who manufacture frames and/or receivers which are then disposed of to another licensed manufacturer for final finishing and assembly should file showing (O) production with a notation stating manufacturer of frames and/or receivers only.'

-Manufacturers of destructive devices must file annual production reports. If production is solely for the military, a negative (0) report should be filed.

-Reporting requirements for the exportation of firearms only apply to the actual manufacturer of the firearms. On firearms required from another manufacturer and exported, a negative (0) report should be filed."
