 AT&T ANNOUNCES FORMATION OF JOINT VENTURE COMPANY IN UKRAINE
 NEW YORK, Jan. 14 /PRNewswire/ -- AT&T (NYSE: T) today announced the formation of a joint venture company that will build, own, operate and modernize much of the communications network in Ukraine, part of the Commonwealth of Independent States of the former Soviet Union.
 AT&T will own 39 percent of the venture, which has yet to be named. PTT Telecom of the Netherlands will own 10 percent, and 51 percent will be owned by the State Committee of Communications in Ukraine.
 "This is the first time AT&T will play a major role in building, designing and operating a long distance voice services network outside the United States," Randall L. Tobias, AT&T vice chairman, said.
 The venture has two goals. First, it will build, own and operate a new international network, directly connecting Ukraine to the rest of the world and laying the foundation for business and industrial expansion in the country. Second, the venture will build, own and operate a long distance network connecting 13 of the country's 25 telephone districts.
 The State Committee of Communications is adding 60 new circuits between Ukraine and other countries. Thirty circuits will link Ukraine to North America and will be operational by the end of this month. Another 30 circuits will link Ukraine with Western Europe and Israel via the Netherlands. Today's communications traffic to and from Ukraine is routed through Moscow on 150 circuits.
 To connect the country's telephone districts, AT&T will supply 13 5ESS switches to Ukraine, with the first switch due for delivery in May 1992 in L'vov, in the western part of the country. The remaining 12 switches will be manufactured in Ukraine and will be delivered over the next two years.
 In addition, the joint venture partners will work out plans to nearly double the number of local lines in service from about seven million to about 13 million lines.
 "This is a profile in partnership," Tobias said. "PTT Telecom of the Netherlands, the State Committee of Communications in Ukraine and AT&T will be working together to lay the communications foundation of the future for one of the most important republics in the Commonwealth."
 With a population of 52 million people and a land mass the size of France, Ukraine has ambitious plans to expand its communications infrastructure, AT&T said. There are seven million telephone lines in service today; 34 of every 100 people in the capital city of Kiev have telephones, a relatively high density among the republics of the Commonwealth.
 By the turn of the century, the State Committee of Communications in Ukraine plans to have 22 million telephone lines in service.
 AT&T has been providing international long distance service between the United States and the former Soviet Union since 1943. In addition, AT&T last October inaugurated direct dial telephone service between the Republic of Armenia and the rest of the world, using an AT&T 5ESS gateway switch providing 180 circuits.
 AT&T has been building its business in Eastern Europe since 1990, when the company provided its first international gateway switch to the Polish PTT. In 1990, AT&T also began work on the "Komertel" network, providing 2,000 telephone lines that connect major businesses, hotels and banks in Warsaw. Digital radio links have also been provided to link major cities in Poland, and in June 1991 the company signed a major contract to extend and digitize a large part of Poland's communications network. This last agreement called for the delivery and installation of 42 5ESS switches, as well as transmission and operations systems in 49 regions.
