 ARRESTS OF A SOUTH FLORIDA PHYSICIAN AND CLINIC OWNER
 AIDED BY BLUE CROSS AND BLUE SHIELD OF FLORIDA
 JACKSONVILLE, Fla., April 30 /PRNewswire/ -- The director of a Miami clinic and one of the clinic's physicians were charged with Insurance Fraud and Grand Theft on Wednesday, April 29. The arrests were a result of an undercover operation by the Florida Division of Insurance Fraud with the cooperation of the Special Investigation Unit of Blue Cross and Blue Shield of Florida.
 The charges allege that Gloria Gutierrez, director of Clinica Panamericana, and Dr. Carlos Ochoa were billing insurance companies for services they did not provide and then sharing the money with their patients.
 "We provided a Blue Cross and Blue Shield identification card in order for the Florida Division of Insurance Fraud undercover agent to go to the clinic as a potential patient," said Charles A. Hammaker, director of the company's Security and Asset Protection division. "In this case, Blue Cross and Blue Shield of Florida was billed more than $2,200 in services which were never provided."
