 ARMY'S MOBILE COMMUNICATION SYSTEM, DEVELOPED BY GTE, PROVIDES
 CRITICAL LINK DURING HURRICANE-RELIEF EFFORTS
 NEEDHAM, Mass., Oct. 9 /PRNewswire/ -- A unique digital, cellular- telephone system developed for the U.S. Army and used successfully during Operation Desert Storm is now providing essential communications for the Army's hurricane-relief efforts in Florida and Hawaii. The system, developed by GTE Government Systems, is called Mobile Subscriber Equipment (MSE) and is similar to cellular telephones used in cars.
 In Florida, the MSE system provided important communication support soon after the disaster when much of the public system was still in disarray. The system continues to provide communications for the Army to obtain and deliver supplies to the tent cities, called life-support centers, and meals to mobile kitchens for those left homeless.
 In Kauai, in the early stages of the relief effort, the Army communication system, positioned at Lihue Airport, was used for disaster-relief control and reporting, and provided vital civilian communications to hospitals, fire, police and the local population. The system supplied access into the commercial-telephone system on Oahu providing 12 common-user telephone lines.
 This MSE system served 21,000 Army troops in South Florida and 2,800 troops in Kauai, providing communications over 250 square miles in South Florida and over 111 miles between Oahu and Kauai.
 The MSE system uses telephones and radio transceivers mounted in High Mobility Multipurpose Wheeled Vehicles, commonly called humvees, and other vehicles. Some of the equipment is also used as mobile- cellular phones in the relief operation tents and centers. To make a call, a user simply dials the seven-digit phone number of the person they are trying to reach. The caller's radio sends a signal to a nearby "radio access unit," which in turn radios the signal to a "node center switch." The switch automatically routes the call by the most convenient pathway to the called party.
 MSE differs from commercial-cellular systems in two ways. The MSE system supplies secure voice, data and facsimile capabilities, while most commercial systems typically offer voice communications only. In addition, the switches, transmitters and control centers of most commercial systems are located in fixed positions, limiting their range of use. The MSE switches, transmitters and control centers are all mobile and can be transported easily and quickly.
 The Army's mobile communication system, which was effectively used in Desert Shield and Desert Storm, works anywhere, anytime, even when all other forms of telephone communications are not possible.
 Bernard Resnick, vice president and general manager of the GTE Mobile Subscriber Equipment Division in Taunton, Mass., said, "We expect that wherever the U.S. Army, National Guard or Reserves are on the scene, GTE's MSE communication system also will be there assisting in meeting the challenge of the crisis -- whether it be a military or civilian situation, such as a natural disaster relief operation."
