ARISTECH CHEMICAL AND VISTA CHEMICAL ISSUE JOINT ANNOUNCEMENT

 PITTSBURGH, Oct. 11 /PRNewswire/ -- Aristech Chemical Corporation and Vista Chemical Company announced jointly today that the U.S. Environmental Protection Agency (USEPA) issued a final rule on Oct. 5, 1993, deleting di-n-octyl phthalate from the list of toxic chemicals under section 313 of the Emergency Planning and Community Right-to-Know Act of 1986. Because of this rule, suppliers of products containing di-n-octyl phthalate will no longer be required to notify their customers of a section 313 "toxic chemical" designation. Additionally, facilities using di-n-octyl phthalate are relieved of their obligation to report future releases of the substance, or any that occurred during the 1993 calendar year.
 Di-n-octyl phthalate was originally placed on the section 313 list when the law incorporated, without review, a New Jersey list of "hazardous" substances. The deletion from the list was the result of a petition prepared by Aristech and Vista, the two U.S. producers of the substance. Vista formally filed the petition on Jan. 28, 1992. USEPA made its decision to remove it from the list based on the finding that di-n-octyl phthalate did not meet the toxicity criteria for listing under the law.
 Di-n-octyl phthalate is a major component of a mixed normal alkyl phthalate that is widely marketed to the PVC industry. The PVC industry uses this plasticizer, the mixed normal alkyl phthalate, in sheeting, film, extrusions, and other applications where low temperature properties are important.
