ARCO CHEMICAL COMPANY ANNOUNCE SUCCESSFUL STARTUP OF ETBE PRODUCTION FACILITY

 NEWTOWN SQUARE, Pa., Dec. 18 /PRNewswire/ -- ARCO Chemical Company (NYSE: RCM) announced today that it has begun commercial production of ethyl tertiary butyl ether (ETBE) at Coastal Refining & Marketing Inc.'s (NYSE: CGP) facility in Corpus Christi, Texas.
 ETBE is an ether oxygenate that utilizes corn-derived ethanol for its source of oxygen and is used to make cleaner-burning gasolines.
 The successful ETBE operation, which began Dec. 14, demonstrates the flexibility of the MTBE facility, which is under long-term lease to ARCO Chemical, to switch production between the two ethers. This first production run is targeted to make 130,000 barrels of ETBE. This volume will allow several major gasoline producers, including Chevron and Shell, to evaluate ETBE's benefits in gasoline blending. Future increases in production of ETBE will be determined by customer requirements.
 "ETBE is well suited for production of high octane, low volatility gasolines," said Marvin O. Schlanger, president of ARCO Chemical Americas. "The ETBE product complements our MTBE production by offering our customers another oxygenate option for producing cleaner-burning gasolines. ETBE also offers refiners an option to produce reformulated gasolines with lower capital investment requirements and is an environmentally satisfactory method for incorporating ethanol into reformulated gasoline."
 ARCO Chemical is the first company to produce commercial quantities of ETBE for the merchant market. The company said it believes that the market for ETBE could grow significantly as U.S. refiners expand production of reformulated gasolines mandated by the Clean Air Act. ETBE's low volatility and high octane are desirable properties in producing cleaner-burning, low vapor pressure reformulated gasolines. Refiners may delay or reduce future refinery capital investment requirements by utilizing ETBE for reformulated gasoline blending.
