 APPOINTMENT OF PUBLIC AFFAIRS DIRECTOR FOR GM'S
 NORTH AMERICAN OPERATIONS ANNOUNCED
 DETROIT, July 14 /PRNewswire/ -- The appointment, effective immediately, of William J. O'Neill Jr. as director of Public Affairs for General Motors' (NYSE: GM) North American Operations (NAO) was announced today by John F. Smith Jr., GM president and chief operating officer.
 O'Neill, director of Public Relations for the Cadillac Motor Car Division since June of 1989, will report directly to Smith.
 "Bill O'Neill's GM experience and his news media background and involvement are important assets for handling the public affairs function at NAO as we continue our urgent efforts to restore profitability to our core business," Smith said.
 O'Neill, 43, was born in Elizabeth, N.J., and received a B.A. degree in mass communications from the University of Detroit in 1971. While attending college he was employed in various capacities with NBC in New York, and upon graduation he joined the news department of WWJ radio and television in Detroit in 1971 as a news assistant. He subsequently worked as a news writer and producer at WWJ.
 In 1973, he joined General Motors as public relations supervisor at Cadillac and was promoted to general supervisor in 1977. He joined the GM Public Relations Staff in 1978 as a regional representative in Southfield, Mich., and was named assistant regional manager a year later. He subsequently became manager of field programs, and was appointed regional manager in Dayton, Ohio, in 1981.
 O'Neill was promoted to director of Public Relations at the Central Foundry Division in Saginaw, Mich., in 1983, and in 1985 was named director of Public Relations at Pontiac Motor Division. He held that position until becoming director of Public Relations at Cadillac.
