APPEALS BOARD UPHOLDS AWARD TO GTE FOR MULTIMILLION DOLLAR DOD SYSTEMS INTEGRATION CONTRACT

CHANTILLY, Va., Nov. 20 ~PRNewswire~ -- The General Services Administration Board of Contract Appeals (GSBCA) today upheld an Air Force award to GTE Government Systems Corp. for an office automation network and computer system for the Pentagon.
The GSBCA decision comes after a series of legal actions following the award to GTE last December of the contract. The eight- year contract, known as the Joint Staff Automation for the Nineties (JSAN), has a potential value of $91.6 million. GTE will supply integration services, networks, computer hardware and software.
The Air Force originally awarded the contract to Contel Federal Systems which later became the Federal Systems Division of GTE Government Systems. Grumman Data Systems, one of the losing bidders, protested the award. GSBCA essentially rejected Grumman's arguments, but directed the Air Force to support and document more fully its selection of GTE. In June, the Air Force confirmed the contract award to GTE and Grumman protested a second time. The GSBCA ruling announced today dismisses the latest Grumman protest.
JSAN will revamp and modernize the Joint Staff's data processing infrastructure, providing improved capabilities for worldwide communications and information analysis. GTE will also aid transition to the JSAN environment with training and other user assistance programs.
Initial term of the contract is one year with seven one-year renewal options. Although the contract is for an indefinite quantity, as many as 1,800 to 2,000 workstations and associated equipment could be ordered to support the program. The contract award was made by the Electronic Systems Center (ESC), Hanscom AFB, Mass.
GTE Federal Systems, a part of the corporation's Command, Control and Communications Systems Sector, provides and manages integrated systems solutions tailored for information processing and communications needs.
