ANR PIPELINE AND INTERPROVINCIAL MOVE FORWARD ON INTERCOASTAL PIPE LINE

HOUSTON, Jan. 12 /PRNewswire/ -- The Coastal Corporation (NYSE: CGP) today announced that its subsidiary, ANR Pipeline Company, and Interprovincial Pipe Line System Inc. have reached an agreement with the Consumers' Gas Company Ltd. of Ontario concerning the proposed InterCoastal Pipe Line, which is planned to be in service by November 1994.
The InterCoastal project is expected to be constructed in two phases. Phase I would involve converting approximately 150 miles of existing pipeline, which is primarily 20 inches in diameter, from oil to natural gas service. The segment planned to be converted originates in Sarnia, Ontario, and would extend to a proposed tie-in near Toronto with Consumers' Gas.
In addition, Phase I would require the construction of 11.5 miles of new pipeline, giving InterCoastal direct access to ANR's system at the international border and to the Consumers' Gas Tecumseh storage complex in southwestern Ontario, Canada.
Concurrent with Phase I, ANR would construct a 12-mile lateral to connect the InterCoastal system to ANR's existing system in Michigan.
Phase II would increase InterCoastal's initial capacity of 130 million cubic feet of gas per day to 230 million cubic feet a day with the addition of a compressor station near the mid-point of the existing line. It should be completed in November 1996.
The InterCoastal Pipe Line is subject to regulatory approval in Canada and the ANR facilities are subject to regulatory approvals in the United States. Filings seeking necessary authorizations from the National Energy Board and the Federal Energy Regulatory Commission will be made in April of 1993.
"The proposed InterCoastal system would connect Consumers' Gas to Coastal's extensive pipeline network and multiple storage fields, giving it access to virtually every major producing basin in North America as well as alternative transportation routes for Canadian production," said James R. Paul, president and chief executive officer of the Coastal Corporation.
"Plus," continued Paul, "it would give Coastal's ANR Pipeline subsidiary an opportunity to generate substantial new revenues with minimal capital investment by connecting its existing system to the growing Toronto market."
Interprovincial Pipe Line System Inc., through its wholly owned subsidiaries, Interprovincial Pipe Line Inc., Interprovincial Pipe Line (NW) Ltd. and Lakehead Pipeline Company, Inc., operates the world's longest petroleum pipeline system extending more than 2,300 miles through Canada and the United States. Interprovincial has corporate assets of $1.6 billion and a work force of over 1,100 employees.
The Coastal Corporation is a Houston-based energy holding company. It has consolidated assets of more than $9 billion and subsidiary operations in natural gas marketing, transmission and storage, oil and gas exploration and production, refining and marketing, coal, chemicals, trucking and independent power production.
