ANNUAL PEACH BOTTOM EMERGENCY EXERCISE UNDERWAY

ANNUAL PEACH BOTTOM EMERGENCY EXERCISE UNDERWAY
Philadelphia Electric Company (NYSE: PE) said today its annual

graded emergency exercise for the Peach Bottom Atomic Power Station began at 3:58 p.m. today with the declaration of a simulated Unusual Event at the plant.
In the drill scenario, the emergency was upgraded to the status of an Alert at 4:36 p.m.
Stressing that this is only a drill and there is no real emergency at Peach Bottom, PE said the Unusual Event and the Alert would be the first and second in a series of four emergency classifications at a nuclear power plant.
The drill, which will last until about 11 p.m., involves personnel at the plant in York County, as well as emergency response staffing of the Company's Emergency Operations Facility/Emergency News Center (EOF/ENC) in Coatesville, Chester County.
The exercise will be graded by the U.S. Nuclear Regulatory Commission (NRC), which mandates yearly emergency exercises at nuclear power plants, and by the Federal Emergency Management Agency (FEMA).
The NRC will grade PE's response to the mock emergency at the plant and at the EOF and its ability to communicate details on the emergency in a timely and accurate manner to the public through the ENC. FEMA will grade state and county emergency management activities.
The simulated emergency includes participation by the Pennsylvania and Maryland Emergency Management Agencies, and county emergency response personnel in York, Lancaster and Chester counties in Pennsylvania and Cecil and Harford counties in Maryland, as well as the American Red Cross.
In the counties, emergency personnel will simulate the coordination of protective action for residents -- up to and possibly including a mock evacuation -- which are ordered by MEMA and PEMA.
Fire and ambulance companies in 13 municipalities within the plant's 10-mile emergency planning zone also will participate.
Neither the public warning siren system nor Emergency Broadcast System will be activated during the drill.
At the ENC, periodic mock news releases will be issued and a series of news briefings will be held during the evening, as the drill scenario is expected to increase in severity through a Site Area Emergency and a General Emergency.
The ENC will also be linked via satellite with the Capitol Newsroom in Harrisburg, where media in Coatesville will be able to view and participate in mock news briefings held by Pennsylvania Lt. Gov. Mark Singel in Harrisburg, Pa.
The media are encouraged to attend and participate in the news briefings at the ENC in Coatesville.
