National Authorising Officer in the Republic of Angola released general procurement notice (GPN) for support programme for non-state actors II.

Scope of the work will be support programme for non-state actors II in the context of the Country Strategy Paper/10th EDF, the European Commission, together with the Angolan authorities, intends to continue implementing the support programme for non-state actors (PAANE II) in Angola, as a follow-up to the project implemented under the 9th EDF.

The main aims of the programme will be - 1) to improve the capacities of Angolan NSAs as active participants in dialogue with local and national authorities, 2) to improve the cooperation and network connection of Angolan NSAs, 3) to capitalise on and support networks for communication and sharing of information on results.

The project's resources will consist of a management unit located in the capital and 4 operators in 4 provinces of Angola, to provide technical assistance to Angolan non-state actors and contribute to participation in the national poverty strategy and cooperation with local authorities.

The work will not be divided into lots. Maximum budget is 4500000 EUR. Intended date for publication of procurement notice is March 2011. The additional technical assistance will be in the region of 930000 EUR. There must be a minimum period of 30 calendar days between the publication of this contract forecast and the publication of the corresponding procurement notice.
