 AMERICAN FOREST RESOURCE ALLIANCE ISSUES STATEMENT
 ON SUPREME COURT DECISION
 WASHINGTON, June 29 /PRNewswire/ -- The following joint statement of Mark Rey, of the American Forest Resource Alliance, Larry Wiseman, of the American Forest Council, and Barry Cullen, of the National Forest Products Association, concerning today's Supreme Court decision in the Lucas case, was issued on behalf of the forest products and paper industries:
 "Today's decision requiring governments to compensate private landowners for 'taking' their property is a strong affirmation of private property rights and a victory for all Americans.
 "Not only is compensation in this case warranted because Lucas lost all economic value in his land, the court also said that it was not foreclosing compensation when less than the full economic value of the property has been taken.
 "This decision should make clear to state and federal officials that landowners should not be held responsible for protecting resources that society considers important. If society demands protection for these resources, then the landowners must be compensated.
 "This decision is particularly relevant to current debates over Endangered Species Act reauthorization and wetlands regulations, which place severe limits on the use of private lands in order to protect threatened or endangered species or certain physical characteristics deemed important.
 "The decision surfaces a new question in the debates: How much is society willing to pay when the government 'takes' property under environmental laws or regulations by requiring owners to preserve it in its natural state?"
