ALLEN GROUP SUBSIDIARY AWARDED $77-97 MILLION MARYLAND EMISSION TESTING CONTRACT

 BEACHWOOD, Ohio, July 12 /PRNewswire/ -- The Allen Group Inc. (NYSE: ALN) announced today that its 100 percent owned subsidiary, MARTA Technologies, Inc., has entered into a contract with the State of Maryland for the development, management and operation of 19 centralized automotive emissions inspection facilities. MARTA's selection as the recommended contractor for this project has been unanimously confirmed by Maryland's Board of Public Works, comprised of the Governor, Controller and Treasurer of the State, and the contract has been finalized and executed.
 This contract is composed of two parts. The first part provides for the acquisition of sites and the design and construction of the 19 enhanced emissions inspection/testing facilities for a total price of approximately $48 million. These facilities will be sold to the State on or about Jan. 1, 1995.
 The second part of the contract provides for the management and operation of these facilities for an initial period of three years with options to the State for two additional one year extension periods. MARTA will receive approximately $9.8 million per year for each year of the operation, plus additional amounts if the number of annual tests exceeds the projected 1.4 million by more than 10 percent. Thus, if the State exercises its options for the fourth and fifth years, the total contract price for both construction and operation would be approximately $97 million.
 MARTA's selection was made by the State's technical evaluation and pricing review committee and was unanimously affirmed by the independent Blue Ribbon Committee appointed by the Governor. The intensive and detailed selection process lasted from the submission of proposals on Jan. 15, 1993 through the approval last week by the Board of Public Works.
