 ALLEGHENY POWER UNITS SOLID WASTE DISPOSAL BONDS RATED BY FITCH
 NEW YORK, April 28 /PRNewswire/ -- The County Commission of Harrison County, W.Va.'s $5 million solid waste disposal issued on behalf of Monongahela Power Co. and $6.55 million issued on behalf of Potomac Edison Co. are rated "A+" by Fitch. The commission's $8.45 million solid waste disposal revenue bonds issued on behalf of West Penn Power are rated "A." Monongahela Power, Potomac Edison, and West Penn are operating subsidiaries of Allegheny Power System Inc.
 The bonds are secured by the notes which represent a second lien on the solid waste disposal facilities. Proceeds of the issues will be used to finance the construction of solid waste disposal facilities that are part of the flue gas desulfurization, or scrubber, project at the Harrison Power Station. The Harrison station is owned in varying proportions by the three operating subsidiaries, Monongahela 25 percent, Potomac Edison 33 percent, and West Penn 42 percent.
 The Allegheny Power System will comply with 1990 Clean Air Act requirements by building three scrubbers at its mine mouth Harrison plant for a total cost of $726 million including AFUDC.
