ALLEGHENY LUDLUM TO INVEST $56 MILLION IN VANDERGRIFT STAINLESS STEEL FINISHING PLANT

 Record Capital Expenditures Planned in 1993
 PITTSBURGH, March 12 /PRNewswire/ -- Allegheny Ludlum (NYSE: ALS)


today announced plans to invest $56 million over the next two years in its Vandergrift, Pa., stainless steel finishing plant to further improve quality and efficiency and meet the needs of the growing markets for stainless steel.
 The Vandergrift capital investment project includes a new anneal and pickle line, a temper cold rolling mill and other auxiliary equipment designed to produce high quality stainless steel sheet and strip products with particular emphasis on surface finish requirements. The equipment will include a number of "quick change" features to reduce equipment setup time and improve manufacturing cycle time. In addition, the water treatment system at Vandergrift will be upgraded as part of the company's ongoing investments in environmental controls. The project is expected to be completed by early 1995.
 "Vandergrift is a key part of our plans to further improve our quality and efficiency while meeting the growing market demand for stainless steel. This investment will help assure that Vandergrift continues to be one of the most advanced stainless steel finishing plants in the world," Robert P. Bozzone, Allegheny Ludlum's president and chief executive officer, said.
 Since acquiring the Vandergrift plant in 1988, Allegheny Ludlum has invested $85 million in the stainless steel finishing facility. With today's announcement, 1993 capital investment projects throughout the company will be boosted to approximately $58 million. Capital expenditures as a public company exceeded $185 million for the 1987-1992 period, and, with today's announcement, would reach a record annual level in 1993.
 Domestic market growth for stainless steel sheet and strip, Allegheny Ludlum's major product line, reached record levels in 1992, up 13 percent over the previous year. Growth is expected to continue in the range of 4-6 percent annually in the '90s, continuing the strong rate of many prior years. This reflects anticipated demand from both consumer durable and capital goods industries seeking improved life cycle costs and other benefits by using stainless steel in their products.
 The one million-square-foot Vandergrift plant is on a 58-acre site located 35 miles northeast of Pittsburgh. Allegheny Ludlum operates nearby plants in Brackenridge, Leechburg, Natrona and Bagdad, a technical center in Natrona Heights, as well as plants in Connecticut, Indiana, New York and Oklahoma. The company employs approximately 5,400 men and women.
 Allegheny Ludlum is a leading producer of a wide range of specialty materials including stainless steels, electrical steels and high technology alloys. The company, which reported sales of over $1 billion in 1992, is listed on the New York Stock Exchange (Symbol: ALS).
