 TO ADDRESS INTERNATIONAL HOUSING CONFERENCE
 ANCHORAGE, Alaska, Sept. 9 /PRNewswire/ -- Steve Baden, administrator of the Alaska Housing Finance Corp.'s (AHFC) Affordable Housing and Energy programs, will give the keynote address at an international housing conference in England Sept. 14, AHFC announced today. The conference, sponsored by the British Energy Ministry, will be held in Warwick, England, on Sept. 14-15. More than 250 delegates drawn from every sector of the housing- and energy-efficiency industries in the United Kingdom and the European Community will attend.
 Baden's speech, titled "The Potential of Home Energy Rating Systems In Transforming the Market Place," will focus on Alaska's home energy rating system and how the demand for "energy smart" homes has changed homebuyers' idea of what to look for in a new home.
 Alaska was the first state in the United States to develop a statewide home energy rating system. The program, Energy Rated Homes of Alaska, is a nationally recognized public/private partnership between the Alaska Housing Finance Corp. and the state's housing industry. A home energy rating is the uniform labeling of a home based on its energy efficiency.
 "Home energy ratings are emerging as a dramatic international trend in housing," Barry Hulin, AHFC executive director, said. "And Alaska is recognized as a trend setter in this area."
 A home's energy efficiency is determined through an inspection by a residential energy efficiency professional. The home's resulting rating is then used by builders to market the energy-efficiency features of a home and show compliance to the state's energy standard.
 Finally, through the rating system, consumers know a home's expected energy expenses when choosing it as a home; bankers and appraisers use the ratings as a credit against the mortgage; consumers and housing authorities rely upon the program to guide them in remodeling homes; and utilities use the system in conjunction with their residential energy conservation efforts.
 Baden's address will follow one by Lord Strathclyde, the Parliamentary under secretary of state for energy of Great Britain. Strathclyde will address the United Kingdom's efforts to develop an English home energy rating system.
 Baden has been working in the energy conservation field for 15 years. He serves on the board of directors of the National Association of State Energy Officials, Energy Rated Homes of Alaska and Energy Rated Homes of America. He is a member of the steering committee of the National Home Energy Rating Council and the U.S. Department of Energy's national home energy rating system and energy efficient mortgage's task force.
 All of Baden's travel expenses associated with participating in the international conference will be paid by the United Kingdom's National Energy Foundation.
