AJK Legislative Assembly meets; reports on several legislative bills moved in house.
Minister Law Sardar Farooq Tahir in the absence of chairman standing committee presented the bill of 'The AJK legislative assembly deputy speaker salary, allowances and privileges (amendment) act 2018' and committee's report on it.
The house approved the move of considering the report with consensus. After correcting some points, the report would be debated followed by voting in the house on Friday.
MLA Abdur Rashid Turabi who is also chairman standing committee presented the report on the bill of 'The AJK divorce registration act 2018'. The Minister Law suggested that it should be referred to Islamic Ideology council for its opinion.
The Minister Law also presented the report of standing committee on 'The AJK Kashmir Liberation Cell (amendment) act 2017.
He also presented legislative bill of an ordinance in the House on 'the AJK President's Pension (amendment) ordinance 2018.
The house approved to send it to selective committee.
During question hours, responding to a question of MLA Sehrish Qamar, Minister of Education Barrister Iftikhar Gillani said that the budget for 2018-19 in educational institutions all over the state was in the preparation process.
He added that in the PC-I of educational institutions missing facilities project worth 2.50 million was included. This project was being prepared and would be approved soon, he explained.He said under missing facilities all the facilities including wash rooms, white boards etc. would be provided.
To a question of MLA Abdul Majid Khan regarding police, Minister for Law said that creation of 228 temporary posts in reserve police for the fiscal year 2018-19 has been approved to pay salaries to the constables on contract basis. He said rather the constables on contract had already been paid their dues.
The Minister said that constables on contract basis had filed a writ petition in high court for
regularization of their services. Further action in this regard would be taken after the decision of the court, he remarked.
He pointed out that there are 628 posts of rangers and reserve vacant but due to the petition of contract constables being in the HC and a stay from court these vacant posts could not be filled.
To a question of MLA Mohammad Sagheer Khan regarding Science College Khud Tain, Education Minister said that college building was good but it was off the center. He said building of Model
Science College Khud Tain in Ward-4 union council had been completed with the financial cooperation of Kashmir Council at a cost of 11 crore rupees. The building has been handed over to education department while a chowkidar from Girls Inter College Tain was posted there for its protection, he told. He said the classes could not be launched in Science college as Finance department did not approve the creation of posts of teachers. Later it was decided that the building should be rented out to Fauji Foundation for protection of government property but it could not be materialized either. He said the classes in model science college could only be launched if finance department approves creation of posts of teachers there.
Expressing his views on attention notice of MLA Amir Altaf, Minister for Information Technology
acknowledged that the condition of vocational technical college Trarkhel was bad.
The college he said was being run in a rented building. He said P and D department was being approached for provision of funds to repair the building or for construction of new building for vocational technical college.
