 AFSCME TO HOLD BRIEFING ON FIVE-YEAR PLAN 4 P.M. TODAY
 Leaders of AFSCME District Council 33 and 47 will hold an important


press briefing today at 4 p.m. to present highlights of a preliminary union analysis of Mayor Ed Rendell's five-year financial plan, now before the Select Committee of City Council.
 The briefing will be held at James Sutton's office, District Council 33, 3001 Walnut St., 9th floor, Philadelphia, and will feature large charts, graphs and tables showing serious flaws in the city's fiscal assumptions and game plan.
