 AFA WINS CONTRACT STRUGGLE AT HORIZON AIR
 WASHINGTON, April 22 /PRNewswire/ -- The union representing


flight attendants at Horizon Airlines today announced a tentative collective bargaining agreement reached with the company. The Association of Flight Attendants, AFL-CIO, hammered out final terms of the contract after nearly five years of contentious negotiations.
 "We consider this contract a significant victory for Horizon flight attendants," said Shelby Hildahl, AFA local president at Horizon. "The flight attendants have stuck together through five years of constant struggle to see this day."
 AFA first won the right to represent Horizon flight attendants in a landslide election in 1987. Negotiations began in August of that year, followed by federally supervised mediation beginning in 1988. Charles Barnes, mediator with the National Mediation Board, presided over the mediation process, including the final session yesterday.
 In 1989, AFA filed a lawsuit in Federal District Court in Portland, Ore., charging the company with bad faith bargaining. After a four-day trial, District Court Judge Malcolm Marsh issued a strongly worded opinion, ruling that Horizon had engaged in illegal bad faith bargaining. The company has appealed that ruling and the parties are awaiting a decision from the U.S. Court of Appeals for the Ninth Circuit.
 The two-year tentative contract is conditioned on approval by the AFA membership at Horizon in ratification balloting to be conducted in May. Horizon currently employs approximately 160 flight attendants. The company's flight operation is located in Portland, with flight attendant bases there and in Boise, Idaho. Horizon's corporate offices are in Seattle.
 The largest flight attendant union in the world, the Association of Flight Attendants, AFL-CIO, represents more than 32,000 flight attendants at 20 different carriers.
