ADB, WB, Aga Khan Foundation to help Government of Kyrgyzstan assess earthquake damage in Nura village.

The multilateral meeting of international donors and leaders of Kyrgyz Ministries took place today in the Ministry of Economic Development and Trade at the initiative of the Asian Development Bank concerning the earthquake damage assessment in Nura village, Osh oblast. The Kyrgyz Earthquake Damage Assessment Mission (KEDA) of the Asian Development Bank (ADB) arrived in Bishkek on November 5 in response to a request from the Prime Minister of the Kyrgyz Republic for ADB assistance following the earthquake in the south of the country on 5 October 2008.The objective of the KEDA mission is to develop priorities and identify the interventions and financial requirements needed for essential reconstruction and rehabilitation activities. The World Bank Group and the Aga Khan Foundation joined this initiative. The Government will assume the overall leadership role for the damage assessment. The following ministries and state bodies will be involved into this assessment: President's Administration, Prime Minister's Office, Ministry of Economic Development and Trade, Ministry of Finances, Ministry of Transport and Communications, Ministry of Emergency Situations, Ministry of Education and Science, Ministry of Public Health. ADB is mandated to lead this exercise. This coordinated effort will ensure maximum efficiency and effectiveness in dealing with the earthquake. The main sectors for the assessment are: transport infrastructure; energy (power transmission, substations); housing and buildings, livelihood; water supply and sanitation. ADB has submitted a policy note to the Government with recommendations for dealing with the transition from disaster response to reconstruction and recovery. KEDA Mission will work from November 5 to 19, 2008. The Mission will meet with governmental representatives during first days and depart for affected village for more than two weeks. Mission members include Mr. Peter Fedon, Advisor, Office of the Director General, ADB; Mr. Mian S. Shafi, Sr. Project Implementation Officer, ADB; Mr. Bayanjargal Byambasaikhan, Energy Specialist (Infrastructure), ADB; Mr. Ian Wilderspin, Consultant, ADB; Mr. Lan Wu, Country Director, ADB; Ms. Asel Chyngysheva, Sr. Project Implementation Officer, ADB; Ms. Cholpon Mambetova, Poroject Implementation Officer, ADB.
