ACLI Weighs In on Licensing.

The American Council of Life Insurers has added its voice to the debate as the National Association of Insurance Commissioners seeks uniform licensing of insurance agents by the states.

The council's report recommends:

* a central system to administer licenses based on uniform standards for producer qualifications, education, training and experience;

* a central network to administer the producer appointment and termination process based on notice to states instead of prior approval;

* a single license, regardless of residency, that authorizes a qualified producer to do business in all states where the producer is registered and has paid the necessary registration fee; and

* a central database of the relevant information and license status of producers, including termination reports, sanctions and other disciplinary procedures brought by insurance departments.
