38,000 COPS TAKEN OFF BEAT TO DO COURSES; EXCLUSIVE.

POLICE and community support officers will be taken off the beat for 152,000 hours for training in controversial new powers.

Replacing ASBOs will cost almost PS9million in coaching and lost policing time, according to details buried in the Government's own impact assessment.

About 38,000 officers will be forced to attend a half-day course when they could be catching crooks.

Shadow Home Office Minister Gloria de Piero said: "Yobs will have a field day. The Government is taking officers off streets to weaken antisocial behaviour powers."

Ms May will be quizzed about the change in the law in the Commons today. It could cost PS30million and is being brought in when forces are struggling with cuts that will see 15,000 police jobs axed. The Antisocial Behaviour Bill has plans for a Community Trigger power that would allow people to demand police action on yobs. But critics have branded that ineffective after it was used just 13 times in pilot schemes despite 44,011 reports of bad behaviour.

Labour has announced it will attempt to amend the legislation and bring in much tighter controls on dangerous dogs.

Shadow Home Secretary Yvette Cooper said the proposals should include the powerful Dog Control Notices in place in Scotland.

She added: "At a time when dangerous dog attacks have increased and only two months after the tragic death of 14-year-old Jade Anderson, now is the time for robust action.

"So we will back Dog Control Notices as an amendment to the Antisocial Behaviour Bill. I urge Theresa May to accept it."
